Prime Minister Narendra Modi inaugurated the Delhi stretch of the Dwarka Expressway and the Urban Extension Road-II (UER-II) projects worth ₹11,000 crore in Rohini on Sunday (August 17, 2025) and vowed to transform the national capital into a “world-class city”.
The two major road projects, developed under the comprehensive plan, are aimed at cutting travel time, easing traffic congestion within the city and improving connectivity across the strengthening connectivity across the National Capital Region (NCR) region.
Addressing a public gathering in Rohini, Mr. Modi underlined the need to “develop Delhi as one of the finest Capitals in the world and a symbol of a confident, developing India.”
“Over the last 11 years, commuting in Delhi-NCR has become significantly easier with modern expressways, advanced Namo Bharat rapid rail and a vast metro network. This is our commitment to transform Delhi into a world-class city,” he said.
“Connectivity across NCR will take a big leap forward with the inauguration of the Delhi section of Dwarka Expressway and UER-II,” Mr. Modi posted on X.
The Dwarka Expressway will improve links between Gurgaon and Delhi, while UER-II will decongest Delhi’s Inner and Outer Ring Roads and critical choke points such as Mukarba Chowk, Dhaula Kuan, and NH-09. The projects are expected to cut travel time from the Singhu Border to the airport to just 40 minutes.
Waste to roads
Mr. Modi highlighted that millions of tonnes of waste have been reused in constructing UER-II. “The Bhalswa landfill site has been reduced as its waste was repurposed for road building. The government is working to free Delhi of such garbage mounds,” he said, adding that the projects also generate employment while easing daily lives.
The Prime Minister pointed to the new Central Secretariat – Kartavya Bhavan– the new Parliament building, and modern venues such as Bharat Mandapam and Yashobhoomi as examples of Delhi’s rising global stature as a premier destination for business and commerce.
“Delhi is emerging as a Capital that bridges India’s glorious past with its promising future,” Mr. Modi said.
Regional alignment
Union Road Transport and Highways Minister Nitin Gadkari estimated the new projects will reduce Delhi’s traffic by 50%. He also announced a proposed 5-km twin-tube tunnel from the Shiv Murti intersection of the Dwarka Expressway to Nelson Mandela Marg. “The tunnel will run 20-40 metres deep beneath Delhi’s southern Ridge without disturbing the surface,” Mr. Gadkari said.
The event was attended by Delhi Chief Minister Rekha Gupta and Haryana Chief Minister Nayab Singh Saini. Mr. Modi noted that the BJP governments are currently in power in Delhi, Haryana, Uttar Pradesh, and Rajasthan. “Recognising this unique alignment, the government is fully committed to the development of Delhi-NCR,” Mr. Modi said.
