95% of YEIDA Buyers Skip Registry Despite Window Opening

Out of YEIDA’s 11 projects, only seven builders have cleared 25% of their dues; a large number of buyers reside overseas.

Despite the Yamuna Expressway Industrial Development Authority (YEIDA) opening registries for stalled legacy projects, buyers have shown little interest. Nearly 95% of buyers have yet to come forward, with only 5% of units registered across seven builder projects so far.

A YEIDA official said the authority has 11 builder projects, of which seven, cleared under the Amitabh Kant Committee, have deposited 25% of their outstanding dues. The authority has already received ₹402.50 crore, while another ₹671.59 crore is targeted to be recovered over the next year. Across these projects, registries for 6,828 flats have been opened, but only 401 buyers have completed the process and obtained ownership.

This means only 5% of open registries have been executed, while 95% of buyers are yet to take action. Officials believe a significant number of buyers live abroad, which may be contributing to the delay. They added that no complaints have been received regarding any hurdles in the registry process. The matter was also discussed in YEIDA’s 87th board meeting in 2023, where proposals to revive stalled projects were considered, but no consensus was reached.

Four Projects in NCLT and Court

Cases related to SDS Infracon (Sector 26A) and Orris Developers (Sector 22D) are pending in court. Two Supertech projects- Supertech Limited (Sector 17A) and Supertech Township (Sector 22D) have reached the National Company Law Tribunal (NCLT). Over 4,000 buyers have their money stuck in these projects, and registries cannot be executed for them.

The government notification for the Amitabh Kant Committee relief package was issued on December 21, 2023. YEIDA held multiple meetings with builders to explain the provisions, and since March 2024, builders were allowed to proceed with registries after clearing dues. However, several major developers across the three authorities have still not deposited the required 25% amount.

In comparison, Noida has completed 37,000 flat registries and Greater Noida has completed 36,000 over the past 18 months.

Shailendra Bhatia, YEIDA OSD, said, “Reports of long-pending legacy projects have been placed before the board. Registries have been opened in seven projects, but only a limited number of buyers have come forward. No buyer has reported any delay or difficulty in the registry process.”
